Job overview

The Moving and Handling Coordinator Fire Safety Officer will act as the advisor/subject matter expert on manual handling and will act as an appointed Authorised Person for fire safety in the Trust in order that the Trust and supported organisations can fulfil their legal responsibilities in regard to meeting statutory & mandatory fire safety legislation.

This is a diverse role that spans all activities of the trust and is responsible for advising on technical fire matters and for monitoring the state of fire precautions and fire safety in premises for which the Trust is responsible and for the provision of training in fire safety to all Trust Staff.

The post holder(s) will act as the first point of liaison between the Fire Authority and the Trust at an operational level.

Applicants will have attained FC1 Fire Safety and risk management, NEBOSH and Tech IOSH, hold a teaching qualification and possess recognised specific training in the delivery of manual handling training.  Applicants will be able to demonstrate that they have undertaken an active role in  moving and handling safety and their experience in delivering moving and handling and fire safety training.

Main duties of the job

To manage, organise, implement, co-ordinate and maintain full and efficient fire prevention, fire precautions and training of staff in all premises managed by The Robert Jones and Agnes Hunt Trust (the Trust) and is responsible for managing, planning, implementing, delivering and evaluating a comprehensive, robust Moving and Handling and fire safety training plan for all staff at the Trust (i.e. both clinical and non-clinical).

The post holder will be a certified moving and handling trainer and will belong to an accredited professional body and will update this membership as required. This includes carrying out DSE assessments.

They will also support non-clinical staff in the safe manual handling of inanimate objects as necessary e.g. on advice from occupational health. The post holder will be responsible for the effective monitoring and evaluation of manual handling and Fire Safety services across the Trust and will be required to work in accordance with standards of conduct, performance and ethics as set out by the relevant Professional Codes of Practice.

The Moving and Handling Coordinator, Fire Safety Officer will ensure that training, Trust policies and procedures and practice within the Trust complies with current legislation. The role will involve maintaining up to date knowledge of the subject and using evidence-based practice in decision making and risk assessing.

Detailed job description and main responsibilities

The Moving and Handling Coordinator, Fire Safety Officer will provide specialist knowledge, guidance and instruction on manual handling and Fire Safety techniques and on the use of appropriate manual handling and Fire Safety equipment to all clinical staff that provide direct care to patients.

Provide complex fire safety training for all staff in healthcare premises in accordance with HTM 05–01 managing healthcare fire safety and the Regulatory Reform Order (fire safety) 2005 including the organisation of fire drills, emergency response and the training of specialist staff as appropriate.

Manage, arrange and monitor a program of annual fire drills in the appropriate buildings. Witness the effectiveness of evacuation arrangements and recommend remedial action when necessary.

Manage, arrange and conduct training sessions to ensure adequate Fire Response Team Members/Fire marshals are appointed across the Trust

Manage own workload and that of team to ensure that training and risk assessments are current and to meet deadlines.

Co-ordinate meetings with departmental managers with respect to fire risk assessments, procedures and training.

Responsible for on-site supervision of contractors, resolving technical issues, coordination of mechanical and electrical services, commissioning, acceptance of works with associated approvals and final evaluation.
